Responsibilities

In your role as the Software Asset Manager, you shall support the NGA Software Asset Management (SAM) office by providing software asset management services to the government that support mission requirements and maximize savings to the government. You shall provide software asset lifecycle support in concert with outlined requirements, and manage licenses, contracts, agreements, inventory, license usage, modeling, and optimization in support of NGA SAM PMO objectives. You shall leverage your expertise to provide advice, recommendations, and document support to multiple offices in the areas of the software licensing lifecycle. You shall utilize NGA requirements, as well as contracting, financial and asset management tools to support software licensing procurements, inventory, and usage. 

 

This is an onsite role, and is based out of NGA's NCE Campus in Springfield, VA. 

 

In this role, you may be expected to: 

  • Assist NGA customers with inputting requirements into the associated NGA requirement management tools.
  • Review, process, and monitor software requests submitted by a variety of customers and reporting status as required.
  • Actively managing the processing, monitoring, and reporting of software license needs, to include software licenses transferred to TCS/SAM, by a variety of government customers.
  • Assist NGA customers conducting market research to identify common software licenses currently in use by NGA.
  • Assisting TCS/SAM government personnel to coordinate and transfer documentation in support of contract, funding, and legal issues.
  • Develop and support management of all pre-award and post-award procurement documentation as outlined in Base SOW.
  • Assist in purchase actions, to include performing market research, developing cost estimates, drafting acquisition documentation, gaining agency corporate approvals, and drafting funding documents using NGA’s financial management and acquisition tools.
  • Communicate and coordinating with appropriate NGA Government personnel on various technical, contractual, legal, and funding issues to enable successful award of software procurement actions.
  • Assist the software asset management strategy development process by recommending and analyzing various software license acquisition options or alternatives. This may involve surveying other NGA, Intelligence Community (IC), or Department of Defense (DoD) contract vehicles and assessing the benefits or drawbacks to leveraging these contracts.  Additionally, it may be required to develop an assessment of alternative contract types, durations, or other strategy factors and develop a recommendation.
  • Assist in the preparation of acquisition documentation and briefings in accordance with the latest Federal Acquisition Regulation (FAR), DoD Federal Acquisition Regulation (DFAR), NGA Instruction, and NGA Acquisition Regulation Implementation (NARI) guidelines.
  • Utilizing all appropriate NGA requirement, contracting, business, and software management tools for the purpose of managing NGA software assets on a periodic and reoccurring basis.
  • Maintaining file documentation inclusive of, but not limited to: the delivery order/purchase order, modifications, receiving reports/invoices, license keys, Section 508 of the Rehabilitation Act compliance, and any additional acquisition and funding documentation.
  • Provide analysis and recommendations for the most efficient software licensing approaches and models.
  • Assist the transference of software to TCS/SAM and the appropriate documentation and reporting to reflect such transfers.
  • Assist customers with the TCS/SAM internal processes for the total lifecycle of software asset management.
  • Identify and track software scheduled to be discontinued and removed from NGA systems or software agreements.
  • Supporting the TCS/SAM billing process through customer engagement, communicating billing information, deadlines and policy, and identifying, documenting, and resolving issues.

Required Qualifications

Must-have: 

 

At least eight (8) years of total/cumulative experience, with at least six (6) years of specialized experience in the following: 

  • Knowledge and experience of software asset management in either the government or private sector
  • Experience with office productivity tools (i.e. MS Word, Excel, etc.)
  • Excellent writing and oral communication skills
  • Excellent organizational skills and detail oriented
  • Ability to facilitate meetings for large or small groups

Desired Qualifications

Nice-to-have: 

  • Experience supporting NGA and/or other IC elements/DoD
  • Experience working with multiple NGA Components
  • Experience in Department of Defense/NGA contracting processes
  • Experience with NGA’s acquisition tool
  • Strong data management skills
