Responsibilities

 

As an Expert Strategic Business & Financial Management Consultant, you shall provide program management, financial / budget planning and execution guidance to a government lead and team in support of the joint NGA/NRO Overhead Persistent Infrared (OPIR) PMO. You shall consult the government customer on program/project budget planning, funding, and execution, providing expertise to senior management across joint NGA / NRO directorates.

 

In addition, you shall define and implement strategies to identify commercially available solutions to enable the NGA efforts to provide an integrated customer service experience and deliver world-class geospatial knowledge, content and services to customers worldwide. You will use innovative approaches and non-traditional methodologies to solve customer problems and develop new capabilities in support of the NGA’s GEOINT online services.

 

This is an onsite position and shall support the customer out of NRO HQ in Chantilly, VA.  

 

In this role, you may be expected to: 

  • Support collaborative teams of multi-functional resources in the delivery of specific technical and/or process projects.
  • Assist the Government in the preparation of Acquisition documents and briefings to meet NGA Acquisition milestones.
  • Provide technical, financial, schedule and risk management guidance to the project, program or Program Management Office. 
  • Provide support to the drafting of interagency agreements and other documents required for the execution of AF9‘s and MIPR’s.
  • Provide business executive support in linking Program Objective Memorandum (POM) and Budget Planning with Budget Execution and Control.
  • Provide expertise to align technical requirement with acquisition strategies.
  • Provide technical and acquisition expertise to support the Government multi-functional team throughout the entire Acquisition process.
  • Support the development of pre-acquisition documentation in preparation for a new NGA acquisition.
  • Research acquisition topics for use in acquisition strategies and documentation.
  • Analyze and evaluate new emergent technologies and /or processes for opportunity and application to NGA Initiatives.
  • Provide advice on business case development for NGA strategic initiatives.
  • Support to the management of multiple concurrent technology projects from problem definition through new capability adoption.
  • Support to the implementation of new strategies to expedite prototype testing and feedback quickly and spur agile acquisitions.
  • Use knowledge of industry trends to influence NGA planning.

Required Qualifications

Requirements

 

Must-Haves:

 

A minimum of twenty (20) years of generalized experience, with at least fifteen (15) years of experience in the following concentrations: 

  • Project Management Professional (PMP), DAWIA Level III certification in Program Management or equivalent specialized experience with Project Management tools and techniques.
  • Demonstrated specialized experience with DoD / IC financial planning, budget, and execution processes (e.g AF9s/Form 9s, MIPRs, etc).

Education: 

  • Bachelor’s Degree or Master's Degree in Information Systems, Computer Science, Systems Engineering, or a Business related field such as Economics, Finance, or Accounting.

**In addition, candidates must possess an ACTIVE TS/SCI Security Clearance to be considered eligible for this position.**
