Overview

WiSC Enterprises has potential openings for Senior Contract Analysts at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

This is an onsite position based in the Defense Health Agency locations listed below:

  • Aurora, CO
  • Colorado Springs, CO
  • San Antonio, TX
  • Falls Church, VA
  • Rosslyn, VA
  • San Diego, CA

Responsibilities

In this role, you may be expected to:

  • Deliver compliant pre- and post-award documentation and/or contractual documents IAW the FAR, the DFARS, DHA and DoD supplements, policy guidance directives and instructions. This includes documents and activities related to all phases of the acquisition process.
  • Assist in the planning for and executing the pre-award activities related to soliciting offers including:
    1. Publicizing the proposed procurement;
    2. Preparing solicitations;
    3. Responding to pre-award inquiries;
    4. Conducting a pre-proposal conference, and
    5. Amending or canceling the solicitation.
  • Review requirements for new or follow-on awards and assist in determining the procurement approach.
  • Assist in evaluating vendor proposals in accordance with statute, regulation, policy, factors established in the solicitation, and the Source Selection Plan, as applicable.
  • Assist in conducting contract award activities, to include collecting responsibility information; preparing award notices; distributing the award; processing requests for a debriefing.
  • Assist in reviewing to consider the need to examine issues that may aid in achieving a clear and mutual understanding of contract requirements and identify and resolve potential problems.
  • Assist in the planning and conducting post-award orientation designed to resolve potential or actual issues that may affect contract performance and to achieve a mutual understanding of significant responsibilities of both the Government and Contractor.
  • Assist in performing quality assurance and administration of the contract by monitoring and assessing Contractor performance and communicating, negotiating, and addressing issues that may arise during the performance of the contract.
  • Assist Government with review and assessment to determine if there is a requirement to modify the contract by changing the terms in writing to protect the rights of all parties.
  • Provide input to determine the type of contract modification that best fits the acquisition situation.
  • Review, assess, and provide the Government with information and assist in determining if it is in the best interest of the Government to terminate a contract.
  • Assist in determining the method used to terminate the contract and carry out the termination in accordance with applicable statute and regulation.
  • Assist in verifying that the contract file is complete and closeout of the contract file.

Required Qualifications

Program Requirements:

  • Must be professional in demeanor, appearance, and deportment.
  • Must be responsive.
  • The Contractor personnel may be required to interface with senior Government and industry officials.
  • Must have excellent written and oral communications skills sufficient to provide clear concise communication and documentation.
  • Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.

Required Qualifications:

  • 10 years of experience working in federal procurement/acquisition in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst.
  • 10 years of experience with DoD procurement and understanding of federal and DoD contracting principles, such as FARS/DFARS, DoD Directives and Instructions, laws, regulations, and procedures.
  • Must be a US Citizen and eligible to obtain a DoD Secret clearance.
  • Exceptional knowledge or understanding of all phases of acquisition management.
  • Knowledge or understanding of price and cost analysis sufficient to review proposals against previous history, actual and estimated expenditures, and established rates to determine price reasonableness or to determine a negotiation position.
  • Demonstrated ability to provide expert technical advice, staff coordination and consultation to foster formulating guidelines, implementing new developments, and providing expert interpretation.
  • For Falls Church, Aurora, Colorado Springs, San Diego, and San Antonio locations, federal contract writing system experience is required.

Education:

  • A bachelor's degree with a major in any field is required.
