Overview

WiSC Enterprises has potential openings for Senior Procurement Analysts at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

 

As a Senior Procurement Analyst, you will be supporting the Quality Management Office (QMO). Also, you are expected to be professional, responsive, and have excellent communication skills as you may be required to interface with senior Government and industry officials.

 

These are onsite positions based in the Defense Health Agency's Falls Church, VA, Rosslyn, VA and San Antonio, TX locations.

Responsibilities

  • Assist in identifying, developing, and documenting procurement quality standards for DHACA contracting divisions. 
  • Continually assess Federal Acquisition Regulations (FAR), Defense Federal Acquisition Regulations (DFAR), and other regulatory guidelines for changes which affect the quality of contracting services.
  • Review and document critical procurement milestones that impact contract timeliness and quality.
  • Assist in development of procurement quality metrics and procurement standards of excellence, the means to measure both, and align the business processes with the same.
  • Assist in establishing expected timelines for procurement process milestone completion relative to contract complexity, anticipated risk, and total dollar value.
  • Continually review and validate quality metrics to ensure measurability and relevance, and to drive improvement over time.
  • Assist in developing, staffing, and documenting the Director’s procurement quality evaluation process.
  • Identify quality controls required within the procurement process and inform Chief, QMO and team members.
  • Document quality roles and responsibilities within the procurement process.
  • Identify the methods and tools used in the evaluation process.
  • Create and disseminate quality assessment checklists.
  • Identify the methods and tools for capturing issues and leading practices.
  • Assist in documenting, validating, and continually refining the evaluation process, publishing policies, guidelines, and updates on an ongoing, periodic basis.
  • Participate in quality evaluations, quality improvement initiatives and action plans.
  • Assist the Chief, QMO and DHACA Contracting Divisions to prepare for focused reviews and PMRs.
  • Participate in PMRs and support PMR related activities, to include other items of interest, such as Government Furnished Property (GFP), Section 889 Compliance, OCI, etc.
  • Support process implementation and/or improvement regarding special areas of interest (e.g., GFP, OCI, streamlined acquisition, Section 889 Compliance, etc.)
  • Develop and present training in areas where a need has been identified to address identified areas of weakness or problems with repeat PMR audit findings, and in new processes that QMO may help the DHA Contracting Divisions implement as a corrective action for repeat audit findings.

Required Qualifications

Minimum Qualifications

  • A bachelor’s degree and 10 years of Federal procurement experience in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst.
  • 5 years of experience with DoD procurement and understanding of federal and DoD contracting principles, such as FARS/DFARS, DoD Directives and Instructions, laws, regulations, and procedures.
  • Must be a US Citizen and eligible to obtain a Secret security clearance.
  • 3 years of experience using various methods of fact-finding, analysis, and resolution of complex problems, and the ability to assist in development of concrete action plans to solve problems.

Computer Skills:

  • Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
