Overview

WiSC Enterprises has potential openings for Knowledge Management/Computer Analysts at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

 

As a Knowledge Management/Computer Analyst, you will provide support to manage a comprehensive DHACA (AD-S) knowledge management framework to simplify, standardize and automate processes for maximum effectiveness and support organizational culture of knowledge-sharing. You will also facilitate Communities of Practice (CoP) to foster innovation, improved performance, and collaboration. Lastly, you will create tools utilizing current technologies and monitor data repositories to determine appropriateness of content and eliminate redundant, inaccurate, or inappropriate content. 

 

These are onsite positions based in San Antonio, Texas.

Responsibilities

Responsibilities:

  • Manage the DHACA (AD-S) web presence and collaborative environment in all domains. 
  • Develop DHACA (AD-S) Knowledge Management (KM) policies, plans, and procedures while ensuring alignment with DHA’s strategic plan.
  • Develop strategies and processes to capture and codify tacit and explicit knowledge. 
  • Develop KM taxonomies, facilitate knowledge audits, and perform knowledge mapping and needs assessments to ensure compliance with rules and branding guidelines. 
  • Ensure KM technology tools are aligned with strategy and support organization mission, vision, and objectives. 
  • Consult with individuals at all levels within DHACA (AD-S) to evaluate their requirements to design and develop custom SharePoint solutions, such as custom sites, lists, libraries, and workflows. 
  • Assist DHACA (AD-S) leaders in developing tools that optimize performance and maximize return on investment (ROI).
  • Integrate BPM processes with portal features, including unified security, document management, and group management capabilities to improve business processes and increase organization efficiency.
  • Participate in DHACA Integrated Product Teams (IPTs) or other entities to capture all KM/BPM processes. 
  • Assist Government staff performing oversight, management, and administration of AD-S’s collaborative environment to protect PII, procurement sensitive, and other sensitive information.
  • Utilize the DHACA Executive Support Office (ESO) Help Ticket System to receive, monitor, manage, and assist users with user requests related to ESO responsibilities. 
  • Develop and deliver ad hoc or event driven DHACA portal training sessions in groups or one-on-one situations in all areas of KM and BPM. 
  • Assist the Government in managing all DHACA web-based content to include managing DHACA public/private web domain requests, coordinating updates, and ensuring 508 compliances.
  • Assist users with SharePoint-based, out-of-the box tools to include developing portal pages, organization files and folders, managing portal content, creating training materials, and providing advice on how to best leverage collaboration tools based on customer needs.

Required Qualifications

Minimum Qualifications

  • Bachelor’s degree and 5 years of experience in content and knowledge management; OR 10 years of hands-on experience in lieu of a degree.
  • Must be a US Citizen and eligible to obtain a DoD Secret clearance.
  • 5 years of experience with the following:
    • Knowledge Management procedures and Collaborative Portal/Site design, development, maintenance, and layout. 
    • Desktop publishing and graphics programs such as Photoshop, MS Visio, MS Power BI and collaborative portal programs such as SharePoint Online (SPO) and Microsoft Teams. Specific experience or understanding of Section 508 compliance for the Directorate web pages strongly preferred. 
    • Programming with HTML, CSS, and JavaScript languages. 
    • Creating Excel Dashboards.
    • Creating instructional videos on use of sites, TEAMS, cloud capabilities or as instructional to leveraging in-house created Web Applications such as PowerApps.
    • Managing SharePoint permission groups and applied permissions at the unique level throughout multiple SharePoint sites. 
    • Managing and deploying a variety of SharePoint web parts to include SharePoint Lists. 
  • 3 years of experience in the following:
    • Deploying SharePoint Lists and PowerApps to improve current organizational inefficient/labor intensive processes. Knowledge of managing lists, to include using workflows to improve the communication process for the list users and owners. 
    • Using Microsoft PowerApps and Microsoft Power Automate Flows. 
    • Utilizing SharePoint Online, TEAMS, and PowerApps to display graphical user interfaces.
    • Using SharePoint with in-browser and Designer development. 
    • Creating custom SharePoint lists and forms SharePoint Workflows. 
    • Web form development in MS Forms, styled lists with JSON and PowerApps. 
    • Creating user training documentation (one-pagers, dynamic KM pages, etc.). 
    • Creating Power BI data visualizations.
  • Familiarity with federal and DoD acquisition processes, systems, and procurement data standards. 
  • Excellent communication, interpersonal, collaborative, and customer service skills with the ability to manage multiple high level visibility projects concurrently.
  • Ability to provide support for developing and providing Agency Web-site content that will motivate and meet Government and civilian users’ needs.
  • Ability to create and deploy multiple SharePoint Online and TEAMS sites (at the command level or equivalent).
