Senior Contract Data Analyst

WiSC Enterprises has potential openings for Senior Contract Data Analysts at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

As a Contract Data Analyst, you are expected to be professional, responsive, and have excellent oral and writing communication skills as you may be required to interface with senior Government and industry officials.

These are onsite positions based in the Defense Health Agency’s Falls Church, VA facility.

Responsibilities

• Identify contract actions that require the use of the Government-wide Integrated Award Environment (IAE) systems, review for errors, and track error corrections by the contracting offices.
• Develop and analyze AD Hoc reports and Standard reports in the IAE systems, and the PIEE Procurement Business Intelligence Service (PBIS) and Data Lake.
• Track and review PDS errors from OUSD A&S, Office of Defense Pricing and Contracting (DPC) Error Reports, and issue errors to the contracting offices, and track the corrections to the errors by the Contracting Divisions and train on corrections for the errors).
• Review contract actions in EDA and PD2 for contracts that did not transmit and for use in all data quality reviews.
• Generate reports from FPDS and other databases that contain large volumes of data, analyze trends, and produce a report.
• Use SharePoint to upload documentation, operate One Note, work-assigned help tickets and update lists.
• Assist in monitoring the Help Ticket System, assist with assigning tickets and address user system issues.
• Assist in managing and maintaining the Risk Management Internal Controls (RMIC) for the Acquisition Systems Division.
• Write and post articles for the Systems Support News Alerts.
• Attend weekly, monthly, and quarterly DPC and system meetings and consolidate notes from the meetings.
• Prepare training documents and/or presentations.
• Train users on system use and policy.
• Assist with processing systems access request forms.
• Maintain proper records management.
• Maintain listings of solicitations and Award Notices on Site Core.
• Assist with data quality review for: EDA/PDS, FPDS, eSRS, FSRS, FBO, FAPIIS, CBAR, Contract-Close-out, GFEBS IDOC Errors and CPARS.
• Assist in DODAAC registrations and annual reviews.
• Assist with the Systems Support transition and communication plan for DHA MTF.
• Review contracts for errors.
• Support testing, verification validation, and management of all contract data in PIEE and associated modules.

Minimum Qualifications

• Must be a US Citizen and eligible to obtain a DoD Secret clearance.
• Bachelor’s degree and 10 years of experience working in federal procurement/acquisition in the GS-1102 series or equivalent capacity as a contract specialist/administrator or procurement analyst.
• 5 years of experience with all phases of acquisition management; specifically with federal/DoD procurement and contracting principles, such as FARS/DFARS, DoD Directives and Instructions, laws, regulations, and procedures.
• 3 years of experience using various methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
• Familiarity with the following
  • Government-wide system’s use and policy: FPDS, eSRS, FSRS, FBO, FAPIIS, and CPARS.
  • DOD Procurement Data Standards (PDS)/PDS error Guide.
  • Familiarity with Customer Service activities.
  • Familiarity with writing professional documents.
• Good organizational skills in tracking data and actions.
• Skilled in Business Intelligence Reporting.

Computer Skills:

• Proficient in the use of the Microsoft suite of applications including Outlook, and Project as well as with Adobe Acrobat.
• Well versed in MS Word, Excel, Share Point and Power Point.
