WiSC Enterprises has potential openings for Program Managers at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

 

As a Program Manager, you shall assist a team of contracts specialists providing pre- and post-award acquisition and cost & price analysis support to the DHA. The Program Manager will directly supervise the team activities to prepare and deliver compliant pre- and post-award documentation and/or contractual documents IAW the FAR, the DFARS, DHA and agency supplements, policy guidance directives and instructions.

 

These are onsite positions based at the DHA’s Managed Care Contracting Division (MC-CD) in Aurora, CO and the Northeastern Market Contract Division (NEM-CD) in Falls Church, VA.

 

Compensation range: $140,000.00/Yr. - $160,000.00/Yr.

Responsibilities

Responsibilities:

  • Provide GS-1102 series subject matter expertise on all matters pertaining to the business rules that guide staffing practices/procedures and providing general rules and guidelines for business functions.
  • Evaluate analytical results and develop new or adapted analytical techniques.
  • Provide recommendations on effective resource utilization, identification of duties and responsibilities, effective workload distribution and workflow processes.
  • Source and interview qualified candidates for all positions required IAW the PWS. This includes attending local job fairs and Transition Assistance Programs at local military bases.
  • Manage and report all training functions for Contractor personnel to include monthly team level training.
  • Responsible for the timely and accurate recording, reporting, and approval of time and attendance records.
  • Manage the local telework and alternate work schedule programs for the Contractor.
  • Perform as a liaison between the client and all Contract holder's personnel.
  • Responsible for direct supervision of all Contractor personnel. This is subject to additional tiers of supervision (senior contract analyst) within the Contractor FTE workforce.
  • Compile all data required to submit monthly reporting to the Contractor.
  • On board all newly assigned personnel ensuring proper team and cube assignments, required initial training, eCommerce systems requests, and ensures initial contract required deliverables are completed.
  • Manage annual employee performance evaluations and ensure NDAs are completed.
  • Manage all required administrative performance actions and evaluations for internal promotions as necessary.
  • Lead, mentor, motivate, and support all Contractor personnel. Assist with professional growth and development of personnel.
  • Coordinate weekly and monthly meetings with the client on matters concerning Contractor personnel and management.
  • Point of contact for all Contractor employees’ extended hour requests from the client.
  • Monitor overall Contractor employee performance.

Required Qualifications

Minimum Qualifications:

  • Must be a US Citizen and eligible to obtain a Secret security clearance.
  • A bachelor’s degree and 10 years of experience in the following:
    • Federal procurement / acquisition experience in the GS-1102 series or equivalent capacity of which a minimum of five years is DoD procurement or contract administration experience.
    • Knowledge of all phases of the acquisition process.
  • 3 years of experience or knowledge with the following:
    • Contracting principles, laws, and procedures.
    • Integrative Acquisition Environment (IAE), the DOD Procurement Data Standard, and DOD acquisition system policies and procedures.
    • Implementing acquisition systems, preferably a contract writing system.
    • Change management.
    • Using Microsoft Office Excel, Word, SharePoint, and PowerPoint.
    • Using various methods and techniques of fact-finding, analysis, and resolution of complex problems, and the ability to develop concrete action plans to solve problems.
    • FAR Parts 15.4, 30, 31,32 and DFARS Parts 215.4, 230, and 231 strongly preferred.
  • Excellent communication, interpersonal, and customer service skills.
  • Ability to visualize, articulate, and solve both complex and uncomplicated problems and concepts. Able to gather and analyze information, design and test solutions to the problems.
