Overview

WiSC Enterprises has a potential opening for an Acquisition Consultant/Senior System Analyst at the Defense Health Agency’s Contracting and Acquisition Support Services (CASS) program. This contract has not been awarded and is expected to be awarded in January or February 2025.

 

As an Acquisition Consultant/Senior System Analyst, you will support the Military Health System (MHS) Acquisition Programs that report to or through the Component Acquisition Executive (CAE) by providing acquisition-consulting services to assist the CAE in reviewing acquisition documentation for completeness. This support will be across multiple Acquisition Categories (ACAT), Business System Category, and Service Acquisition Categories (S-CAT) programs in DHA when the DHA CAE is the Milestone Decision Authority (MDA), and as required, when the MDA is the USD (A&S).

 

This is an onsite position based in Falls Church, VA.

Responsibilities

Responsibilities:

  • Attend Program/Project reviews.
  • Track tasks and progress reporting as necessary.
  • Assist CAE leadership with documentation and assist with the DoD 5000 process and associated milestone decisions/reviews.
  • Assist the Program/Project to remedy any deficiencies.
  • Support the exercise of functional leadership and focus within the acquisition structure on implementation of disciplined acquisition planning across the DHA.

Required Qualifications

Minimum Qualifications:

  • Requires a master’s degree in business, STEM (Science, Technology, Engineering, and Mathematics), physics, computer science, or related field, and 10 years of experience performing technical analyses, studies or project planning and monitoring involving the design, development or acquisition of systems and implementation of associated functional changes. Bachelor's degree in business, STEM, physics, computer science, or related field and 10 years of experience may be substituted for the master’s degree requirement.
  • 5 years of experience or understanding of the DoD 5000 series and associated milestone decisions and reviews, to include experience with the implementation of DoD 5000 acquisition policy, strategy, and processes.
  • 5 years of experience or understanding in acquisition strategies and acquisition lifecycle management planning and providing advice and guidance.
  • Program Management Professional (PMP) Certification required.
  • Familiarity with DoD acquisition programs.

Computer Skills:

  • Proficient in the use of the Microsoft suite of applications including Word, Excel, PowerPoint, Outlook, and Project as well as with Adobe Acrobat.
