Overview:
We are seeking a skilled Program Manager to provide hands-on program management, financial planning, and budget execution support to a joint NGA/NRO Program Management Office (PMO) focused on Overhead Persistent Infrared (OPIR) capabilities. This position is fully onsite and will be based at NRO HQ in Chantilly, VA.
As part of a high-impact team, you’ll advise senior leadership and contribute to cross-agency coordination efforts, helping drive mission-critical outcomes across the intelligence community.

Key Responsibilities:
Deliver expert guidance on program management, including technical oversight, financial planning, scheduling, and risk management.
Assist with drafting interagency agreements and required documentation for AF9s and MIPRs.
Align budget execution with strategic planning, linking POM development with real-time budget control.
Conduct programmatic risk assessments and create actionable mitigation and risk reduction strategies.
Support cost estimation and technical scope development in collaboration with PMO and program teams.
Liaise with NGA stakeholders, end users, and domestic/foreign partners to manage risks, track schedules, and align on deliverables.
Provide strategic business planning support, including product development and IT engineering recommendations.
Ensure alignment with NGA vision, CIO-T priorities, and broader planning initiatives.
Lead or support the development and governance of RFCs and ECPs.
Maintain configuration control of key documentation, including CONOPS, architecture diagrams, and project plans.
Develop and deliver executive-level briefing packages for acquisition and governance boards.
Coordinate programmatic efforts across Engineering Divisions, CIO-T, and NGA Directorates.
Represent the PMO in IC-wide steering groups, advisory boards, and governance forums.
Support enterprise release planning, AoAs, and other assessments as needed.
Manage and maintain PMO artifacts using approved NGA tools and frameworks.
Apply acquisition management practices leveraging Lean Six Sigma, Agile, or SAFe methodologies.
Oversee the verification and validation of engineering deliverables, ensuring alignment with requirements.
Experience:
A minimum of 12 years of relevant professional experience, with at least 8 years of specialized experience in the following areas:
Budget and Financial Management within the DoD and/or Intelligence Community (IC), including hands-on expertise with AF9s/Form 9s, MIPRs, and related funding mechanisms.
Program Management with a proven track record managing cost, schedule, performance, and risk across complex government programs or portfolios.
Certifications:
Project Management Professional (PMP), DAWIA Level III in Program Management, or equivalent certification or experience demonstrating deep knowledge of program/project management principles, tools, and techniques.
Education:
Bachelor’s degree in Information Systems, Business Administration, or a related discipline such as Economics, Finance, or Accounting.
