Responsibilities

  • Provides technical advisory support and services to Motion GEOINT Services' Program Manager (PM) and Deputy Program Manager (DPM) for NSG interoperability with ISR systems, IC ITE, actions, suspense's, and papers.
  • Provides acquisition and technical advisory services to PM GDAC.
  • Provides expertise and techniques for the practice of Agile development and Agile program management methods into acquisition programs.
  • Coordinating the RFC process, ensuring timely and accurate completion of RFCs
  • Reviewing and validating RFCs to ensure adherence to company standards and policies
  • Collaborating with cross-functional teams to identify and address potential issues or concerns
  • Developing and maintaining comprehensive RFC documentation and tracking systems
  • Providing training and support to colleagues on RFC process best practices
  • Analyzing and improving the RFC process to increase efficiency and effectiveness
  • Provides program management and technical expertise for the integration of services and capability into cloud computing infrastructures with focus on Big Data implementation schemes.
  • Provides technical expertise for the integration and interoperability of large scale and complex tactical data sources into the NSG to include FMV, WAS, LiDAR, HSI, and MTI.
  • Performs analysis and review of program management and technical documents, and participates in management meetings and technical exchanges related to the Division's current and future contracts and initiative.
  • Provides advice and recommendations for alternative courses of action and strategies to effectively deliver motion GEOINT capabilities.
  • Conducts planning, programming, budgeting and execution for the Division to ensure all financial needs are met to integrate motion GEOINT imagery from airborne, tactical, and other sensors into the NSG.
  • Assist in developing and recommending associated tactical data initiatives to meet NGA and NSG strategic objectives.
  • Provide analysis, assessment, and integration recommendations and guidance for tactical sensor data subject to full spectrum GEOINT (FSG) processing.
  • Monitor and advise on integration of developing and new sensor systems providing still frame and associated products from electro-optical and synthetic aperture radar sensor data.
  • Coordinate impacts of selected FSG data on NSG segments including exploitation, access, storage, and dissemination.  
  • Provide input to and review for developing and ongoing NGA and Inter-Agency engineering projects.
  • Provide NSG integration analysis, recommendations, and planning for U-2 and Littoral Surveillance Radar System data and processing programs.
  • Analyze impacts of new source data for full-spectrum GEOINT electro-optical and synthetic aperture radar.

Required Qualifications

A combination of twenty (20) cumulative years of experience in which fifteen (15) is focused demonstrated understanding, knowledge, and familiarity in the following:

  • Demonstrated specialized experience working with tactical sensors and tactical data integration with DoD, NGA or US/Coalition Mission Partners.

Demontrated experience with RFC process

  • Demonstrated specialized experience in applying system engineering processes, particularly requirements analysis, interface definition, or detailed implementation planning of large complex systems or enterprises with particular focus on tactical data and enterprise-wide interoperability.
  • Demonstrated specialized experience with NGA or DoD organization acquisition processes and procedures.
  • Demonstrated specialized experience with program/project management.

Desired Qualifications

A combination of demonstrated experience, knowledge, and familiarity in the following: 

  • Demonstrated functional knowledge about NGA libraries, data storage, and development and implementation of initiatives to integrate Tactical Data GEOINT capabilities and requirements into the NSG and MGS workflow.
  • Demonstrated specialized experience with program integration, integrated library data architecture, scheduling, requirements and configuration management, risk management, metrics development and analysis, Earned Value Management, verification and validation test activities and commissioning, turnover and acceptance activities.
  • Demonstrated specialized experience managing the identification and resolution of issues related to Tactical Data integration activities.
  • Demonstrated specialized Tactical Collector ISR, especially new/emerging collectors, and military experience.
  • Demonstrated Knowledge related to the execution of NGA’s role in strategic and tactical efforts to integrate tactical ISR into the NSG architecture including Coalition partners.
  • Master’s degree in a business or engineering related field.
  • Demonstrated total experience in tactical system/project/program management with specialized experience in rapid execution of tactical data projects with a focus on interoperability, testing/demonstrations, tactical data ingest, processing, exploitation/analysis, storage, retrieval, dissemination, and associated infrastructures.
  • Specific experience with RFC process:
    • coordination & management, review & validation, documentation & tracking, training & support, and analysis & improvement
