Overview

WiSC Enterprises is seeking a highly experienced Acquisition Life Cycle Manager to oversee the transition, integration, and operations of complex data-driven systems. This role requires expertise in acquisition planning, system lifecycle management, and technical leadership across Full Motion Video (FMV), Moving Target Indicator (MTI), and streaming data architectures. The ideal candidate brings decades of experience managing both technical delivery and strategic planning across cross-functional teams.

Responsibilities

  • Lead lifecycle acquisition, testing, and integration of large-scale data dissemination and storage platforms.
  • Manage Agile development teams delivering capabilities on a recurring release cycle, ensuring systems meet performance and readiness requirements.
  • Oversee migration of legacy content systems to modernized platforms, including transitioning capabilities from research to operations.
  • Support strategic planning, cost/schedule coordination, and milestone tracking for multi-million-dollar technology portfolios.
  • Author and maintain policies and process documentation in support of system interoperability, data standardization, and centralized access across stakeholders.
  • Facilitate collaboration between cross-domain technical teams to support real-time data delivery, metadata integrity, and situational awareness tools.
  • Coordinate operational readiness reviews, factory testing, and validation/verification efforts to support enterprise rollout and user adoption.
  • Provide oversight and technical guidance for development and deployment of FMV and MTI tools across multiple classification domains.
  • Lead outreach efforts and organize stakeholder demonstrations, technical exercises, and strategic briefings.

Required Qualifications

  • Master’s degree in International Relations, Systems Engineering, or a related technical or policy field.
  • 20+ years of experience in acquisition program management, systems integration, or technical oversight roles.
  • Extensive experience managing the development and operationalization of complex ISR, video, or data-centric systems.
  • Proven ability to lead Agile development teams, coordinate multi-stakeholder efforts, and deliver on schedule.
  • Strong understanding of data architectures, streaming platforms, and interoperability standards.

Desired Qualifications

  • Experience managing FMV, MTI, metadata remediation, and situational awareness platforms.
  • Familiarity with military ISR systems, reconnaissance planning, or national-level data operations.
  • Experience with policy writing, lifecycle documentation, and operational testing environments.
  • Previous leadership roles within military, government, or high-stakes technical environments.
