Overview

WiSC Enterprises is seeking a highly skilled Senior Acquisition Specialist and Governance Analyst to lead and support full lifecycle acquisition activities and program oversight. This role supports acquisition planning, compliance reviews, workflow development, stakeholder engagement, and lifecycle contract administration. The ideal candidate has extensive experience in procurement strategy, policy documentation, stakeholder coordination, and acquisition governance support in highly regulated environments.

Responsibilities

  • Lead and support acquisition governance activities, including acquisition working groups, contract review boards, and strategic documentation preparation.
  • Manage acquisition lifecycle activities from requirements development to contract closeout, ensuring compliance with legal and organizational standards.
  • Develop and maintain acquisition documents such as Statements of Work (SOWs), Performance Work Statements (PWS), Independent Government Cost Estimates (IGCEs), Determinations & Findings (D&Fs), and Justifications & Approvals (J&As).
  • Coordinate and facilitate board meetings, distribute read-ahead materials, track attendance, document decisions, and follow up on action items.
  • Partner with program and contracting teams to ensure accurate procurement documentation and lifecycle tracking for contracts exceeding $30M.
  • Analyze market research, pricing data, and contract proposals to evaluate technical, financial, and performance feasibility.
  • Train and support PMO and stakeholders on acquisition board processes, document preparation, and compliance.
  • Maintain acquisition records and historical files, both electronically and in hard copy formats, for internal and audit use.

Required Qualifications

  • Bachelor's degree in Business Administration, Contract Management, or related field.
  • 10+ years of experience supporting government acquisitions, contract management, or procurement operations.
  • In-depth knowledge of the full acquisition lifecycle and federal acquisition regulations (FAR/DFARS).
  • Proven ability to manage complex acquisition portfolios and coordinate with contracting officers, CORs, and technical stakeholders.
  • Strong writing, documentation, and communication skills.

Desired Qualifications

  • Experience with contract writing and tracking systems (e.g., PRISM, PIEE, WAWF).
  • Familiarity with government procurement tools and systems (e.g., SAM.gov, GSA eBuy).
  • Certification in contract management or project management (e.g., FAC-C, DAWIA, PMP).
  • Experience developing SOPs, acquisition policy documents, and performance reports.
