Overview

The Full-Motion Video (FMV) Analyst supports U.S. Customs and Border Protection (CBP) and Department of Homeland Security (DHS) national security missions by exploiting full-motion video and multi-sensor imagery. The analyst conducts real-time and post-mission analysis, produces intelligence products, and provides operational support to inform tactical, operational, and strategic decision-making.

Responsibilities

  • Create detailed intelligence products, including full-motion video (FMV), still imagery, and video-based analytical reports.

  • Analyze live and recorded video feeds to identify security threats and support time-sensitive intelligence decisions.

  • Utilize video exploitation tools to analyze electro-optical, infrared, and other sensor feeds, and communicate findings to CBP stakeholders.

  • Access and exploit commercial imagery libraries to obtain required softcopy imagery.

  • Integrate and fuse all-source, multi-sensor intelligence data to support comprehensive analysis.

  • Apply advanced intelligence and FMV methodologies to develop and maintain foreign military unit and equipment databases.

  • Produce and load a variety of standard and non-standard FMV products into appropriate intelligence databases.

  • Provide subject-matter guidance on FMV techniques, tradecraft, and production methodologies.

  • Exploit Ground Moving Target Indicator (GMTI) data and ISR-collected FMV imagery.

  • Conduct hands-on analysis of FMV collected by ISR platforms in support of CBP and DHS national security programs and objectives.

  • Perform analytical tasks related to electro-optical, infrared, and synthetic aperture radar (SAR) systems, including assessment of ISR capabilities and limitations.

  • Serve as an analytic lead for collection and collection management activities, coordinating closely with collection managers.

  • Manage, conduct, and coordinate imagery research and analysis of current and historical imagery from manned platforms, Unmanned Aerial Systems (UAS), and civil/commercial sensors.

  • Produce motion imagery summary reports and tailored, mission-specific intelligence products.

  • Deliver intelligence products and participate in operational planning in support of CBP components, joint operations, and other mission partners.

  • Conduct research to validate intelligence data for authenticity and reliability and develop specialized all-source, imagery-based intelligence products.

  • Prepare visual analytic products and graphics to support briefings and effectively communicate key intelligence findings.

Required Qualifications

  • Active TS/SCI security clearance with Counterintelligence (CI) Polygraph eligibility.

  • Background in Counter-Terrorism analysis.

  • Basic understanding of national-level imagery product standards.

  • Minimum of 4 years of intelligence analysis experience, including at least 2 years of FMV or imagery analysis; OR

    • 3 years of FMV or imagery analysis experience combined with an associate or bachelor’s degree in a related field.

  • Bachelor’s degree in a related field from an accredited institution recognized by the U.S. Department of Education (an additional 4 years of relevant experience may substitute for the degree).

  • Demonstrated strong written communication skills and proficiency with Microsoft Office applications.

  • Familiarity with structured analytic techniques, including but not limited to:

    • Analysis of Competing Hypotheses

    • Devil’s Advocacy

    • High-Impact / Low-Impact Analysis

    • Red Team Analysis

    • Alternative Futures Analysis

  • Ability to work a rotating shift schedule, including nights, weekends, and holidays.
